Firstly the designer should ask for as much information as possible, who will be the audience, what are their tastes. What kind of images are suitable for the audience, will they prefer clarity in type or subtle references using image. Establish whether an illustration is suitable or would the audience be more attracted to a large image.
Once this is establised what are the key phrases which should be more dominant than others. Is this flyer going to used in series or as a stand alone fighting for a place in someone's mantle piece...
